Peoples Bank has appointed Jan Armstrong to manage the new Barkley Village Financial Canter, and Troy Wills has been promoted to manager at the bank's downtown Bellingham office.
Armstrong started at Peoples Bank in 1992 at the Cordata office with more than 19 years of experience in financial services. She was promoted to vice president and in 2001 became branch manager of the bank's Bellingham Financial Center.
